Tiara Halsey is a Liberation Consultant at And Still We Rise, LLC, specializing in emergency management and community resilience. With extensive experience across non-profit and government sectors, she is dedicated to developing tailored, locally-led solutions that empower communities to navigate crises with strength and agency. Tiara’s work is grounded in the belief that true resilience is built through equitable, trauma-informed, and community-centered strategies.
Tiara’s approach is shaped by her direct experience supporting disaster-impacted communities. As a Program Director for a disaster non-profit, she led large-scale recovery efforts during major events like Hurricanes Maria and Harvey, gaining deep insight into the complexities of trauma and how to help communities leverage their own strengths and empower individuals in their own recovery. In her government roles, including former Incident Management Team Operations Branch Director at Federal Emergency Management Agency (FEMA) and Director of Emergency Management at Portland State University, she enjoys working across silos of excellence to build cohesive, collaborative systems.
Holding a Master's in Public Administration with a concentration in Policy Analysis from the University of Colorado Denver, Tiara is passionate about building policies and procedures that empower front-line workers. She excels at translating complex bureaucratic processes into approachable and actionable frameworks, making systems work for the people they are designed to serve. By bridging the gap between policy and on-the-ground implementation, Tiara works to create lasting, positive impact.
